Louisiana’s HB 977 just revealed the clearest connection yet between the App Store Accountability Act and a government‑verified digital ID system. For months, states have been pushing ASAA bills backed by a powerful coalition — Meta, the Digital Childhood Alliance, the APA, and others, all claiming to “protect kids online.”
But HB 977 goes further than any bill we’ve seen. It ties app‑store age verification directly to the Office of Motor Vehicles, creating the framework for a DMV‑powered identity system that could be required for every app download.
