The Burien City Council will review several significant policy and financial items during its Monday, Feb. 23, 2026, meeting, including a tax increment financing feasibility report and the introduction of a proposed criminal justice sales and use tax.
The meeting also includes two franchise ordinances for fiber providers and routine approval of vouchers and meeting minutes.

- Direct disbursements of $62,756.73
- Payroll salaries and benefits (Jan. 25 – Feb. 7, 2026) totaling $578,103.54

Business Agenda
Tax Increment Financing Feasibility Report
Chris Craig, Economic Development Manager, and Bob Stowe of Stowe Development and Strategies will present findings on the feasibility of tax increment financing (TIF) as an economic development tool. The Council will receive a presentation and engage in discussion.
Criminal Justice Sales and Use Tax Proposal
Finance Director Casey Headley, Human Services Manager Anyah Zupancic, and Burien Police Chief Tom Calabrese will introduce Ordinance No. 891, which would impose a new criminal justice sales and use tax of one-tenth of a percent (0.1%) . The item includes a presentation and Council consideration for approval. If approved, the new tax would take effect on April 1, 2026.
2026 Advisory Body Interviews
Deputy City Clerk Rochelle Larican will lead the discussion regarding Council’s selection of interviewees for 2026 advisory body appointments.
Council Rules of Order
City Manager Adolfo Bailon will facilitate discussion regarding the Burien City Council Rules of Order. Council may consider amendments
