On the heels of passing the largest tax increase in Washington state history, legislative Democrats are once again looking to taxes to fill the budget gap. Their latest proposal is a “payroll excise tax” on wage earners (i.e. an income tax) – an idea modeled after Seattle’s JumpStart tax.
